The Union of Ulat

The politics of trust worked. The societies of Ulat merged, for their mutual benefit, into a single government, completely centralised.

The larger it became, the further the consequence of any act fell from the one who had chosen it. A leader could promise to do a thing, and do it, and the promise would be true. Where that thing led, many hands later, no sense could follow.

Promises on Ulat were never false. They became dishonest anyway. That is how corruption came to a people who could not be lied to.
